Grand River near Sumner affecting Livingston, Chariton, Linn and Carroll Counties. * WHAT...Minor flooding is occurring and minor flooding is forecast. * WHERE...Grand River near Chillicothe. * WHEN...Until Tuesday afternoon. * IMPACTS...At 24.0 feet, Low-lying cropland floods.
